In July 2023, the Pentagon stopped accepting new F-35s because the "Technology Refresh 3" (TR-3) software was not yet stable. TR-3 is the critical digital foundation for the upcoming Block 4 upgrade, which includes better electronic warfare and sensor capabilities.
